Mini-warehouses stumble at plat committee
Planned development on East Jefferson must redesign to allow for drainage; Abby Place expansion moves forward

Mini-warehouses are a hot commodity these days, but Kokomo will have to wait a little longer for one storage facility near downtown. The Kokomo Plan Commission’s plat committee sent the proposed development at 310 E. Jefferson St. back to the drawing board at its Aug. 31 meeting.
The mini-warehouses had successfully negotiated variances to zoning earlier this year, but the density of the development caught the attention of Kokomo Engineering Department director Jon Pyke. He took issue with the lack of a drainage plan for the site.
“Because this site is almost entirely lawn as a pre-existing condition, I’m going to require some kind of water detention, said Pyke. “You’re almost 100-percent covered by building or pavement right now. It’s kind of a big deal. You’re going to have to redesign it.
“It’s small enough that it doesn’t have to go through MS4. It’s exempt, but not from city stormwater control. We’re going to take something that’s 95-100 percent lawn and pave it all. That water is going to get into the streets way quicker. I don’t want to adversely impact drainage on the streets.”
